Same equipment zone

Hi, I'd like to make a zone (or an instance, something to be used for some kind of event), where all characters are max +6 and they don't have any clan skils.
Same functionallity as olympiads. Same conditions for everyone, but full buff pvp.

how can I achieve this?.
